Located on Jalan Ismail, Hotel Embassy is probably the best hotel in this price bracket. Rooms here are clean and much bigger than those found in nearby hotels. Rates start at RM28, but do yourself a favour and spend spend a little more. RM45 will get you a room with fan, a double bed with blankets, a clean bathroom, a mini television with HBO Channel and plenty of space to walk. The fan is extremely powerful, so there is no worry about waking up sweating in the middle of the night. Air-conditioned rooms with the above amenities cost RM10 more per night.
The owner is a friendly English-speaking Chinese man who can also help you book boat and bus tickets as well as send your clothes to a laundromat. Extremely helpful is a hand drawn map next to the staircase (no elevators here) which shows your current location and the various landmarks in the vicinity. The seafood restaurant on the ground floor sells bottles of cold beer for RM16, and there is a free WIFI connection.
